The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to replace various diesel pumps and motors at multiple Bay County Utility Services Water Treatment Plant (WTP) facilities. Work includes but is not limited to: all labor and materials needed to remove and replace the existing diesel pumps and motors and perform a startup of the supplied pumps and motors that meets the requirements of the manufacturer to maintain the warranty. A three-year warranty on all material, equipment and workmanship is required.  


The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA).  Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Regulations Contract Requirements shown at Exhibit 4. 



ELECTRONIC/SEALED BIDS for ITB NO: 22-24 Water Treatment Plant Diesel Pumps and Motors Replacement Project will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 3:00 pm (CST) Wednesday, March 2, 2022.  Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. The County will check the bids and notify the selected bidder at the earliest opportunity.


Bids for this solicitation will be accepted electronically online through Bonfire ( until 3:00 p.m. (CST) on the bid date. 


SEALED PAPER Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.


All bids will be available for inspection upon notice of award or 30 days after bid opening, whichever is earlier.

For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered bidders (those who have been registered as receiving a bid package) receive the documents.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

A MANDATORY Site Visit will be held at 9:00 am (CST) on Tuesday, February 8, 2022 beginning at the Bay County Water Treatment Plant located at 3400 Transmitter Road, Panama City, FL 32404. All bidders will be required to check in at the Utility Services Administration Office located at 3410 Transmitter Road, Panama City, FL 32404.

Note: Bidders shall attend the site visit. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize bidders with the project.

All bidders must be present and signed in prior to the start of the Mandatory Site Visit. Upon arrival to the WTP station, the convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Site Visit.

No questions will be answered during the site visit. All questions shall be submitted in writing to the Purchasing Department at or FAX to (850) 248-8276.
