INTRODUCTION

The Bay County Board of County Commissioners (County) seeks bids from qualified License contractors to construct the new Juvenile Justice Courthouse Addition at 300 East 4th Street, Panama City, FL.   Bay County Capital Projects will manage the project.  The new Juvenile Justice Courthouse addition will be constructed in accordance with plans and specifications by JRA Architects, Inc.

 

All subcontractors shall print a full set of plans to see all work that may affect the section they’re bidding.  Plans consist of Sheets: Cover Sheet, Civil Sheets: C1, C2, C3, C4, C5, C6, C7, C8, C9, C10, C11, C12, C13, & C14. Architectural Sheets: LS1.1, LS1.2, A0.1,  A0.2,   A0.3,  A1.1,  A1.2,   A1.3,  A1.4,  A1.5,   A1.6,  A2.1,  A2.2, A3.1, A3.2, A4.1, A4.2, A5.1, A6.1, A6.2, A7.1, A7.2, A8.1, A8.2, A8.3, A8.4, A8.5. Failure to properly bid work in subcontractor trade that may appear on other trade sheets in drawings does not excuse a subcontractor for failing to provide a bid for the full scope of work for your trade.  All bidders shall be liable for reviewing the entire set of drawings.

 


BID DEADLINE/DELIVERY

SEALED BIDS for ITB NO. 22-36 Juvenile Justice Courthouse Addition will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CST) Thursday, March 10, 2022. Bids will be publicly opened immediately following the deadline. 

 

Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. The County will check the bids and notify the selected bidder at the earliest opportunity. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

QUESTIONS
Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (CST) Monday, February 28, 2022.

Qualifications:
QUALIFICATIONS
Contractors shall be Florida licensed general or building contractor. All sub-contractors shall be Florida licensed in their trade.

Bids may be deemed nonresponsive if not accompanied by proof of State of Florida Contractor’s License.

Special Requirements:
MANDATORY PRE-BID MEETING
A MANDATORY Pre-Bid Meeting will be held at 9:00 am (CST) Friday, February 4, 2022 in the Purchasing Conference Room, 840 W. 11th Street, Suite 2500, Panama City, FL 32401. A Mandatory Site Visit will be held immediately following the pre-bid meeting.

All bidders shall review entire construction documents (drawings, reports & specifications) and attend mandatory site visit. If any questions, errors, omissions or conflicts, the contractor shall bring it to the County’s attention in writing. No questions will be answered during the site visit. All questions are to be submitted in writing to the Purchasing Department.

Note: Bidders shall attend the mandatory pre-bid meeting. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize bidders with the project and answer questions.

All bidders must be present and signed in prior to the start of the Mandatory Pre-Bid Meeting. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Pre-Bid Meeting.

In the event that any discussions or questions at the pre-bid meeting or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid.
