INTRODUCTION

The Bay County Board of County Commissioners is seeking Bids from Licensed Demolition contractors for the demolition the old Bay County Waste To Energy Facility located at 6510 Bay Line Drive, Panama City, FL 32404, Parcel No: 05635-501-000.  Building will be demolished to concrete slab.

 

The County is seeking bids for 2 options: 

  • Option 1: Lump Sum Base Bid - Contractor to demolish buildings, separate metal, concrete, and other recyclable materials into County provided dumpsters.  County to sell scrap materials to appropriate recycling companies. 

 

  • Option 2: Alternate Lump Sum Base Bid - Contractor to demolish buildings, separate metal, concrete, and other recyclable materials for scrap.  Contractor to sell scrap materials to appropriate recycling companies.  This number should reflect the savings to Bay County.

 

BID DEADLINE/DELIVERY

ELECTRONIC/SEALED BIDS for ITB NO 22-18 Bay County Waste To Energy Facility Demolition will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (central time) Wednesday, February 2, 2022. Bids will be publicly opened immediately following the deadline. 

 

Bids for this solicitation will be accepted electronically online through Bonfire (https://baycountyfl.bonfirehub.com/portal/?tab=openOpportunities) until 2:00 p.m. (CST) on the bid date. 

 

SEALED PAPER Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. The County will check the bids and notify the selected bidder at the earliest opportunity. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Qualifications:
QUALIFICATIONS
Contractor shall be Qualified Florida Licensed General and/or Demolition Contractor. Subcontractors shall be Florida licensed in trades where licenses are required. All contractors/bidders including subcontractors shall meet Bay County Insurance requirements.
Bids may be deemed nonresponsive if not accompanied by proof of State of Florida General, Building, and/or Demolition Contractor’s License.

MANDATORY SITE VISIT
A MANDATORY SITE VISIT will be held at 10:00 am (CST) Tuesday, January 11, 2022 at the Bay County Waste To Energy Facility located at 6510 Bay Line Drive, Panama City, FL 32404

Note: Bidders shall attend the site visit. Any bidder who fails to attend will be deemed non-responsive and automatically disqualified from further consideration. The purpose of this meeting is to familiarize bidders with the project. No questions will be answered at the site visit. All questions shall be submitted in writing to the Purchasing Department no later than the questions deadline. The purpose of the site visit is for each potential bidder to familiarize themselves with the conditions of the site in an attempt to reduce change orders for unforeseen conditions.

All bidders must be present and signed in prior to the start of the Mandatory Site Visit. The convener of the meeting will collect the sign in sheet(s) and the meeting will “Officially” start. Anyone not signed in at the “Official” start of the meeting will be considered late and will not be allowed to bid on the project. Please allow 10 to 15 minutes to sign in prior to the start of the Mandatory Site Visit.
