2022-2024 Rental Developments 
Request for Qualifications

The Bay County Board of County Commissioners announces approximately $6,000,000 in Hurricane Housing Recovery Program/State Housing Initiatives Partnership Program (HHRP/SHIP) funding for the following housing program as stated in the County’s Local Housing Assistance Plan (LHAP):

RENTAL DEVELOPMENTS that will benefit Very-low, Low-income, and Moderate-Income households in Bay County. The maximum household income limits (adjusted for household size) shall be those that are published annually by the Florida Housing Finance Corporation. The amount of funds available for rental development activities shall be a maximum of $1,500,000 per awarded application. The activities must conform to the Bay County LHAP.

Applicants that are funded, must contractually commit to follow the guidelines of HHRP/SHIP. The maximum per unit HHRP/SHIP subsidy shall not exceed $100,000 per unit.

HHRP/SHIP Proposals are due by Tuesday, May 31, 2022; Proposals are now being accepted. Proposals must be delivered no later than the Tuesday, May 31, 2022, deadline, by 4:00 p.m. Proposals received after the deadline will be disqualified; faxed and e-mailed Proposals will be disqualified. Proposals must be delivered to Bay County Housing Services ATTN: Tammy Harris, Housing Services Program Manager, 840 W. 11th St., Panama City, FL 32401.

All proposals must contain information such as economic viability, development feasibility, ability to proceed, experience of development team, use of local vendors and other factors. Proposals must have site control and proposed development must be appropriately zoned for the intended use. A maximum of $1,500,000 will be awarded; Shovel-Ready Developments will be given priority. This award must be supported by project funding awarded through the State of Florida, Florida Housing Finance Corp., such as Tax Credits, HOME or SAIL. If an applicant’s proposal qualifies for any other direct concessions, including but not limited to fee waivers or deferrals for the rental development in and by jurisdiction where the rental development is located, they will not qualify for the funding available through this NOFA.
